De 'participatie'-ladder van Sherry R. Arnstein
Alhoewel het originele artikel dateert van 1969, heeft het tot vandaag niets van zijn relevantie verloren. Wie deelneemt aan een van de vele 'participatie'-initiatieven die als paddenstoelen uit de grond rijzen, doet er goed aan de ladder van Arnstein (fig. 1) eens te bekijken en zijn 'participatie' te evalueren.

Er is een fundamenteel verschil tussen het lege ritueel van participatie en de echte macht die nodig is om het resultaat van een proces te beïnvloeden. Dit verschil is samengevat in een poster van studenten in Frankrijk die de studentenopstand samenvat (fig. 2). De poster onderstreept dat participatie zonder werkelijke machtsherschikking een frustrerende activiteit is voor de 'machtelozen'. Het laat de machthebbers toe om te beweren dat alle belangen overwogen zijn, maar het maakt het toch mogelijk dat slechts enkelen baat hebben bij de uitkomst.
There is a critical difference between going through the empty ritual of participation and having the real power needed to affect the outcome of the process. This difference is brilliantly capsulized in a poster painted last spring [1968] by the French students to explain the student-worker rebellion (fig. 2). The poster highlights the fundamental point that participation without redistribution of power is an empty and frustrating process for the powerless. It allows the powerholders to claim that all sides were considered, but makes it possible for only some of those sides to benefit. It maintains the status quo. Essentially, it is what has been happening in most of the 1,000 Community Action Programs, and what promises to be repeated in the vast majority of the 150 Model Cities Programs.
